Walk the strip any morning and you'll see it... the puff of raspberry-scented cloud outside a doorway where a cigarette used to be. Ask ten people whether that's progress and you'll get ten answers. So here's the honest version, with the receipts.

The Case For

Start with the uncomfortable fact that makes everything else make sense: smoking kills. Vaping is not harmless... nobody serious claims it is... but the health consensus is that it's much less harmful than smoking, and in New Zealand it's done real work: vaping has helped tens of thousands of Kiwis quit cigarettes, and adult smoking rates have fallen to record lows on its watch. For a smoker who switches completely, it's genuinely one of the better decisions available. That's the tool.

The Catch

The tool escaped the shed. Vaping was meant for smokers switching down... instead a generation who'd never smoked picked it up, and by 2021 one in five Year 10 students was vaping regularly. The delivery vehicle was the disposable: cheap, sweet, pocket-sized, everywhere. Nearly 70 percent of daily-vaping teens were using them. Whatever vaping owed the country as a quit-tool, it was running up a new debt with its kids.

What the Government Did About It

New Zealand's answer wasn't to ban vaping... it was to try to keep the quit-tool while killing the toy. The rulebook, rapid-fire:

Honestly... partly, and trending the right way. Youth vaping has been falling since the peak: regular vaping among Year 10s dropped from 20.2 percent in 2021 to 16.4 percent by 2023, and surveys since suggest the slide continued... teens increasingly report vaping just isn't cool anymore, which no law can legislate but every law helped. The 2026 compliance audits tell the unfinished half: the disposables ban stuck, but the industry adapted fast with ultra-cheap reusables, and age checks at some counters remain looser than the law demands. The balance New Zealand is chasing... keep it available for smokers, keep it away from kids... isn't finished. But it's closer than it was.

Which brings us to the shops... because in the new rulebook, the specialist vape store is the system working as intended. R18 enforced at the door, staff who deal in switching smokers rather than starting teenagers, and the full legal range that dairies can no longer display.
